Hidden Camera Reveals Abuse of Woman with Cerebral Palsy

Disturbing hidden camera footage has exposed shocking abuse by three disability carers—Lisa Wilson, Monika Paniczko, and Anastasia Moutsos—towards a non-verbal woman with cerebral palsy, Lee-Anne Mackey. The abuse occurred while Lee-Anne, now 53, was in Supported Independent Living care under Scope Disability. Concerned by her daughter's distress signals, her parents, Lorraine and Rob Mackey, installed a hidden camera in 2019. Over 18 months, the footage revealed repeated verbal and physical abuse, including pushing, yelling, and force-feeding. One particularly vile incident captured a carer mocking Lee-Anne’s lack of a gag reflex and seemingly spitting into her mouth. In another, a long-time carer, Paniczko, suggested she would deliberately infect Lee-Anne with COVID-19.

Despite initially dismissing the Mackeys’ complaints, Scope reported the abuse to Victoria Police after receiving the footage in 2020. The three carers were later charged and pleaded guilty to assault in 2022. However, no convictions were recorded. Wilson was banned from working under the NDIS for five years and given community service, while Paniczko and Moutsos received three-year bans.

NDIS Minister Bill Shorten condemned the abuse as “evil” and “dehumanising,” expressing disbelief at the cruelty captured on video. He also emphasized how such behavior undermines the efforts of dedicated disability workers.

Lee-Anne’s parents described their daughter as previously joyful and witty, but now deeply changed. Lee-Anne, using a communication aid, told 60 Minutes she doesn’t understand why her carers mistreated her.

This case has reignited calls for stronger protections and permanent bans for abusive disability support workers.
